The criteria for classifying applications for authorisation to plant vines with wine grape varieties are five.<\/p>\n\n\n\n
Criterion One<\/strong> Criterion One<\/strong> Second Criterion<\/strong> Third criterion<\/strong> Criterion Four<\/strong><\/p>\n\n\n\n Areas intended for new planting in the context of the enlargement of small and medium-sized holdings.<\/p>\n\n\n\n Criterion 5<\/strong> The status of new entrant shall be attested simultaneously and cumulatively: b) From the Vineyard Register with confirmation of the existence or not of a wine-growing holding with wine grape varieties, with legal planting rights, of the applicant producers. For the first criterion, the weighting factors W1 and the conformity factors Pt1 with the criterion are defined as follows: The first criterion applies to all certain regions (A, B, and C). <\/p>\n\n\n\n Second Criterion<\/strong> In cases where the applicant is in possession of wine grapes, certification by approved inspection and certification bodies, by the Ministry of Rural Development and Food, is required.<\/p>\n\n\n\n In cases where there are no planted vines, the applicant is obliged, in case of granting a new planting authorisation, to submit to the competent DAOK, immediately after planting, the contract concluded with the approved certification body. <\/p>\n\n\n\n For the criterion, the weighting factors W2 and the conformity factors Pt2 with the criterion are defined as follows: The second criterion applies to all certain regions (A, B, and C). <\/p>\n\n\n\n Third criterion<\/strong> The criterion is fulfilled if the specific parcel(s) identified in the application are located in one of the following types of areas: For the third criterion, the weighting factors W3 and the conformity factor Pt3 with the criterion are defined as follows: The third criterion applies to regions A and B while for region C, point (a) of the criterion does not apply. <\/p>\n\n\n\n Criterion Four<\/strong> according to the data in the Vineyard Register - by the date of submission of its application for the authorisation scheme, it has a wine-growing holding with vineyard parcels with wine grape varieties and with legal planting rights. Depending on their total area, it is classified in one of the categories as described in the table below. Producers planting wine grape varieties for the first time and setting up as heads of the holding (new entrants). This criterion shall be considered to be fulfilled if the applicant belongs to one of the following categories:
a) Natural persons up to 40 years of age, in the year
submission of the application, planting wine grape vines for the first time and setting up as heads of the holding (new entrants).
Legal persons, regardless of their legal form, shall be deemed to fulfil this criterion if the natural person who establishes himself as head of the holding and exercises effective and long-term control over the legal person, with regard to decisions related to management, profits and financial risks, first plants vines (\"new entrant\") and is up to 40 years of age, in the year of submission of the application.
Where the legal person is solely or jointly controlled by another legal person, the requirements shall apply to any natural person exercising control over that other legal person. <\/p>\n\n\n\n\n

a) From the Register of Farmers and Farmers<\/p>\n\n\n\n
c) From the cross-checking of the data of the wine-growing holdings of the applicant producers between the Vineyard Register and the IACS.<\/p>\n\n\n\n

For non-compliance with the criterion the factor Pt1 shall be set to 0. <\/p>\n\n\n\n
Areas where vineyards contribute to the preservation of the environment
The criterion shall be fulfilled if one of the following applies:
a) The applicant does not own wine grapes and undertakes by means of a solemn declaration under Law 1599\/1986 to comply for a minimum period of five years with the organic production rules laid down in Council Regulation (EC) No 834\/2007 and, where applicable, Commission Regulation (EC) No 889\/2008 on the entire area intended for new planting.
The applicant shall be in possession of wine grapes at the time of submission of the application and shall have applied the organic production rules referred to in the first subparagraph to the entire area planted with vines for at least five years prior to the submission of the application.
c) The applicant does not own wine grapes and undertakes with a solemn declaration under Law 1599\/1986 to comply for a minimum period of five years with national certification schemes for integrated management in production on the entire area intended for new planting.
The applicant has been in possession of wine grapes at the time of the application and has implemented national certification schemes for integrated production management on the entire area held with vines for at least five years prior to the submission of the application.
The specific parcel(s) identified in that application shall be located on terraced slopes. <\/p>\n\n\n\n

Conformity factor Pt2 = 10.
For non-compliance with the criterion the factor Pt2 shall be set to 0. <\/p>\n\n\n\n
Areas facing natural or other specific constraints<\/p>\n\n\n\n
(a) Mountain areas at an altitude of at least 500 m, excluding plateaus.
Smaller Aegean islands as defined in Regulation (EU) No 229\/2013 of the European Parliament and of the Council. <\/p>\n\n\n\n

For non-compliance with the criterion the factor Pt3
receives the value 0. <\/p>\n\n\n\n
Areas intended for new planting in the context of the enlargement of small and medium-sized holdings.
The criterion shall be considered to be fulfilled if at the time of the application the applicant:
a) According to the data of the Integrated Administration and Control System \u2013 IACS of the previous year, it has a minimum agricultural holding area of 5 acres (0.5 ha) and in addition,<\/p>\n\n\n\n
